Bruna Martins dos Santos is a legal and digital governance specialist with experience in government, civil society, and international policy. She is currently Policy and Advocacy Manager at WITNESS, where she shapes advocacy efforts and develops policy guidance on technology threats and opportunities, with a focus on synthetic media, AI, and ensuring that video and digital technologies advance human rights.

 

She has contributed to the formulation of key digital legislation, including the Marco Civil da Internet and the General Data Protection Law (LGPD), and has worked on normative development, federative coordination, and policy negotiation related to information access, international law, Internet governance, social participation, and human and digital rights. She also holds a law degree from Centro Universitário de Brasília, where her thesis examined Internet regulation and social participation in the development of Brazil’s Marco Civil da Internet.
